Updated- Syria calls upon UN-member states to work for evacuating ME from WMD

 

New York, SANA -Syria’s Permanent Representative to the UN Dr. Bashar al-Jaafari called upon the UN member states to work for evacuating the Middle East region from all Weapons of Mass Destruction (WMD), affirming that evacuating the region from those weapons is unattainable without Israel’s joining the Treaty of the Non-Proliferation of Nuclear Weapons (NPT) and yielding all its nuclear facilities to the supervision of the International Atomic Energy Agency (IAEA).

Addressing the seventieth session of the UN First Committee on Disarmament and International  Security on Wednesday, al-Jaafari said supplying “Israel” with nuclear technology by some nuclear  countries for decades enabled it to manufacture and produce nuclear weapons in a way that endanger  the security and safety of not only the ME region but other regions.

Showing regret over the failure of the 2015 Review Conference of the Parties to NPT to reach concordance on the final statement, al-Jaafari accused some countries, which consider themselves as sponsors of the treaty, of protecting Israel for possessing the nuclear weapons and sheltering it for not joining the Treaty which is considered a flagrant violation of the Treaty’s provisions.

Syria will remain committed to the provisions of the NPT Treaty and its three pillars as well as the fourth pillar on the establishment of a nuclear-free zone and all other WMD in the Middle East, al-Jaafari affirmed.

He reiterated the necessity of holding a conference of the establishment of a nuclear-free zone and all other WMD in the Middle East which was hindered by Israel and the same countries supporting it.

Al-Jaafari pointed out that Syria affirms the inalienable right of the NPT Treaty’s member states, according to its Article 4, to obtain advanced nuclear technology and use them in peaceful purposes in cooperation with the IAEA, voicing Syria’s rejection of any attempt to interpret the texts in a way that detracts from this right or restricts its use.

Al-Jaafari said that the Syrian government has condemned in the strongest terms the crime of the use of the chemical weapon emerging from its conviction that the use of WMD, including the chemical weapons, is “rejected, immoral and condemned”.

He pointed out that Syria accepted by the end of 2013 Russian President Vladimir Putin’s initiative to join the NPT Treaty OF Chemical weapons emerging from its belief of the work for freeing the ME from all WMD, mainly the nuclear weapons and to prove its commitment in rejecting any use of the chemical weapons.

The Syrian government stress that neutrality, transparency, credibility and honesty and non- politicization in addition to full cooperation and coordination with it should be the main principles controlling the mechanism of investigation based on the UN Security Council’s Resolution No. 2235.

Al-Jaafari elaborated that Syria has previously experienced a number of UN missions which violated in their work the aforementioned principles and conducted scalded and partial investigations and Relied on false witnesses who were fabricated by foreign sides without any coordination with the Syrian government.

The reality of the phenomenon of illicit trafficking of the small and medium weapons shows the involvement of some countries in transporting those weapons to terrorist groups and the non-state actors with aim of igniting sedition at those countries and undermining the stability of certain countries, he went on to say.

Al-Jaafari added that Syria’s main concern in regard with the Arms Trade Treaty (ATT) is the objection not on inclusion of explicit language in the treaty urging the ban of supplying arms to the non-state actors and armed terrorist groups, noting that there is a country which openly threw tons of weapons from the air within the Syrian lands to fall at the hands of the armed terrorist groups which were classified by the UN Security Council as “terrorists” that are spreading destruction in some Syrian areas.

The Syrian Representative said Syria has been suffering since more than four and a half years of a fierce war, its tools are terrorist organizations, on top the Islamic State in Iraq and Syria (ISIS), Jabhat al-Nusra and the so-called Jaish al-Fateh, which is an alliance between al-Nusra and the so-called Ahrar al-Sham Movement, adding that these terrorist organizations are fighting the Syrian state , people, culture and civilization on behalf of those who are sponsoring them in our region and outside it.

Al-Jaafari said that those terrorist organizations are receiving various kinds of weapons, including the chemical weapons, lethal and non-lethal weapons from member states at this international organization and at the UN Security Council, stressing that the supply of arms to terrorism is a flagrant violation of the UN resolutions connected with disarmament and non- proliferation of weapons in addition to the resolutions connected to combating terrorism.

He stressed the necessity of that all member states should commit to their pledges towards the resolutions of the international organizations, asserting that Syria, army and people along with a number of its friendly countries are fighting terrorism on behalf of all humanity.

Al-Jaafari concluded by calling for unifying all efforts to face terrorism and those who supply it with weapons and finance, train and harbor the terrorists.
