Russia, China veto draft resolution on Aleppo, al-Jaafari: whoever claims caring for the Syrian people must coordinate with Syrian Government

New York, SANA- Russia and China on Monday vetoed a draft resolution proposed by Spain, Egypt and New Zealand to the Security Council that demands a ceasefire in Aleppo City, while Venezuela voted against the draft resolution and Angola abstained from voting.

Syria’s Permanent Representative to the UN Dr. Bashar al-Jaafari called upon the countries which claim that they are keen on the interests of the Syrian people or on reaching a political solution led by the Syrians themselves or on eliminating terrorism to coordinate with the Syrian Government.

In a speech delivered during a session of the Security Council, al-Jaafari indicated that the countries which support terrorism are dreaming of undermining Syria as they had earlier dreamt of undermining Iraq, Libya and Yemen, affirming that all their dreams will go unheeded.

He referred to the practices of the US, France and England since the first days of the terrorist war imposed on Syria and their support to terrorism in both word and deed inside and outside the Security Council, denouncing their shelling of the Russian field hospital which was used for hospitalizing and treating the civilians liberated by the Syrian Arab army from Jabhat al-Nusra terrorists who used them as human shields.

He added that those countries along with Turkey, Qatar and Saudi Arabia has held many official and nonofficial meetings and consultations and they have proposed many subsequent draft resolutions in a way that has made the UN very far from its principles of preserving the international peace and security.

Al-Jaafari affirmed that the Syrian Government, backed by its allies and in accordance with the principles of the international law, will not surrender to the attempts of US, France and England to exploit the Security Council to support terrorists in Syria and that it will not give up its constitutional and legal duty of expelling terrorists from Aleppo and all the Syrian areas.

He indicated that the UN special envoys Staffan de Mistura and Stephen O’Brien in their latest briefings before the Security Council admitted that terrorists have been using the civilians in Aleppo City as human shields since they entered the City in 2012.

Al-Jaafari said that the horrifying stories narrated by Aleppo locals who have been liberated from the terrorist organizations prove that the main reason for their suffering was the practices of the terrorist organizations.

He warned against the danger of terrorism which have become threatening all countries of the world due to the reckless policies and the cheap political blackmail which are practiced by the governments of the states which support terrorism.

Al-Jaafari added that the adherence of the Syrian Government and its allies to all previous chances of ceasefire was only for saving the lives of civilians.

Al-Jaafari wondered if the UN Security Council, at any time or place in this world, had imposed a truce with terrorists allowing them to catch their breath and enhance their positions.

He highlighted the Syrian government’s efforts exerted, since the first days of its anti-terrorism war and backed by its allies, to face the cheap political blackmail practiced by some countries.

He slammed the international humanitarian organizations, including the Office for the Coordination of Humanitarian Affairs (OCHA) for abandoning their responsibilities towards offering aid to the civilians who were liberated from the terrorists in Aleppo.

The Syrian diplomat called upon the international organization’s member states not to drift behind the continued attempts of some member states inside or outside the Council to adopt resolutions that serve only enhancing terrorism in Syria.

For his part, Russia’s Permanent Representative to the UN Vitaly Churkin said in a speech before the UNSC that the bill contradicts the work of the UNSC because it was set too late on this day and it cannot be voted for before tomorrow besides that there was no consensus on this issue.

Churkin pointed out that the bill proposed for voting does not contain talking about the gunmen’s departure from the eastern neighborhoods of Aleppo rather about the immediate ceasefire; therefore, ten days are left for the gunmen to mobilize their forces and reorganize their ranks.

Churkin said that provocations do not occur in the Security Council only rather they occurred on the Syrian territories too through striking a Russian military field hospital in Aleppo, killing two doctors and injuring others who were helping the Syrians, while others were destroying Syria, funding terrorists and continuing to be indifferent about the lives of the Syrians in order to pass their schemes, which is a policy doomed to fail.

He noted that the exercises promoted for in New York by the US delegation are regrettable adding that when agreements are reached they say there are no agreements yet.

For his part, the Chinese Envoy said that the situation in Syria is complicated and critical, and any movement by the UNSC on Syria should base on resuming the ceasefire, resuming the intra-Syrian dialogue and facilitating the access of humanitarian aid.

He pointed out that the efforts exerted by the states proposing the resolution could have avoided the politicization of this humanitarian situation.

The Chinese Envoy addressed the UK’s Envoy wondering by what right stances of other states are distorted… the Security Council is a majestic forum where you cannot launch similar attacks on other states’ stances… you should adopt a responsible approach and comply with the purposes of UN Charter.

For his part, Venezuelan Envoy considered that the bill does not reflect the situation on the ground properly, particularly amidst the presence of the threat of Jabhat al-Nusra terrorist organization and the accompanying groups in the eastern neighborhoods of Aleppo.

He added that this “resolution” gives the green light to some UNSC member states that participate and directly support the terrorist groups since the beginning of the crisis in Syria to continue their attacks against the Syrian people.

The Venezuelan Envoy reaffirmed the need for a political dialogue among all Syrian parties  being the only way for solving the crisis in Syria, considering that this solution does not mean that the Syrian government would give up its responsibilities in protecting the Syrian people  from terrorism and protecting its territories.

He also condemned the terrorists’ targeting a field Russian hospital with shells in al-Forqan neighborhood in Aleppo.
